Steve O'Rourke, Managing Director

Steve
Steve O’Rourke joined the QRMC team as Managing Director from a platform of founding and then managing a Civil and Environmental Engineering Consultancy for the past nine years. Preceding this, he spent seventeen years working in the public sector as a project manager designing and delivering major infrastructure projects. This saw Steve in a variety of roles from Site Engineer through to Senior Project Manager, overseeing significant budgets and managing multidisciplinary teams.

As part of his work as a consultant, Steve has undertaken a wide range of Risk Management Studies, particularly focussing on infrastructure works, such as the $570m Kuranda Range Upgrade project. These Risk Management works have complemented his existing skill base in undertaking Value Management and Strategic Planning Studies throughout Australia.

In addition to undertaking Risk Management Studies, Steve has advised and coached organisations on the development and implementation of Risk Management systems and has developed and delivered Risk Management training for their staff. Steve has also developed and helped implement Quality, Environmental and Health and Safety Management Systems for a range of organisations. These activities have utilised Steve’s extensive management experience gained over his years in the private and public sector managing organisations of up to several hundred staff, across a wide range of disciplines.

Underpinning his practical experience, Steve holds an MBA, Bachelor of Engineering (Civil), plus a number of Graduate Certificates and Graduate Diplomas. Professional Memberships include being a Fellow of Engineers Australia (NPER Registered), Registered Professional Engineer in Queensland (RPEQ), Practitioner Member (Registered Facilitator) of the Institute of Value Management Australia and a member of the Risk Management Institute of Australia (RMIA).

David Muchow, Consultant

David Muchow David is a highly experienced consultant with over 10 years of experience across a broad spectrum of risk and occupational health and safety management works.

Coming from an occupational health and safety background, in recent years his focus has been on the management of Safety Management Systems, including development and implementation of strategic reviews and plans, analysing performance, and managing remedial interventions.  He has also been responsible for policy and procedure development, the provision of management coaching and training in risk and OHS, as well as formally reviewing / auditing safety management systems.

David is also highly experienced in carrying out Risk Management activities.  This encompasses all levels from on-site hazard identification and risk assessments through to the development and implementation of Enterprise Risk Management Frameworks and also the review of existing risk management programs.

He is an accomplished presenter and trainer, and has completed a Certificate IV in Workplace Training and Assessment.  He holds a Masters of Health Science and a Graduate Diploma of OH&S and is also a current Workplace Health and Safety Officer (WHSO) and RABQSA Certified OH&S Auditor.

Sheena Downey, Consultant

Sheena Downey Sheena is an experienced consultant with over 20 years of experience across the fields of risk management, business continuity and disaster recovery planning, developing from a background of IT and IT related roles.  Sheena’s knowledge and experience of the design, development, implementation and testing of business continuity management practice across a broad range of industries has become a focus of service delivery as a consultant.  She has also developed policies and procedures to support the implementation of business continuity planning, and developed and delivered staff training programs.

Sheena can also assist with Risk Management services including risk assessments, development and delivery of risk management training workshops, the development and implementation of risk management frameworks, and the review and upgrading of existing programs.

Sheena holds a Post-Graduate Certificate in Project Management which supports her skills as a consultant in the management and delivery of contracted services on time, on budget and on track.

Dr Ron Black, Consultant

Ron
Dr Ron Black has extensive experience in risk management, project management, environmental studies and impact assessment, engineering hydrology, climatology, and in negotiation, and expert testimony at senior levels in these fields. He is a very experienced lecturer and facilitator, and has published widely in these fields, and was also a member of the Queensland Government’s Major Projects Advisory Panel for 5 years.

From 1988 to early 1997, Dr Black was Regional General Manager, Queensland and an Executive Director of Kinhill Pty Ltd, since which time he has delivered consultancy services across a wide variety of fields.

Ron has undertaken a wide range of environmental research programmes and has significant teaching experience in hydrology and environmental science, particularly in relation to mining and infrastructure developments.  His more significant project responsibilities in the environmental area have included the role of Environmental Manager for the Papua New Guinea-Queensland Gas Pipeline Project; the South Coast Motorway in south-east Queensland; the Queensland Phosphate project in north-west Queensland; the environmental studies associated with the expansion of the Olympic Dam project in South Australia, and the Jabiluka uranium project in the Northern Territory.

Dr Black's risk management experience covers projects for a number of State and Local government agencies across Queensland risk assessments, public liability exposure, natural disaster risk management and workplace health and safety management issues.  Ron has also delivered risk management services and plant hazard assessments for a range of small to very large private sector clients.

Adrian Savage, Consultant

Adrian Savage Adrian Savage joined the QRMC team from a senior position leading risk management programs in the Queensland public sector. Preceding this he spent ten years as a full time educator in the engineering faculties within TAFE Queensland (Department of Employment, Training and Industrial Relations), and prior to this was State Maintenance Engineer with Mitchell Engineering Company. Previous experience included six years as an electrical engineering officer in the British Merchant Navy, which role expended into the development of specific Risk Management Programs within the navy.

Since leaving the public sector Adrian has delivered services to a wide variety of organisations across both the public and private sectors.  His service delivery has ranged over all areas of risk management, occupational health and safety and auditing, business continuity management, corporate governance, facilitation and training.

Adrian also lectures extensively in Risk Management and is on the academic staff of Queensland University of Technology. He has written a number of papers on the subject and has been a member of the Executive of the Association of Risk and Insurance Managers of Australasia Queensland Chapter.

Adrian  has tertiary qualifications in education and electrical engineering and post graduate qualifications in occupational health and safety and risk management. Adrian is an Accredited Workplace Health and Safety Self-Insurance Auditor for the Division of Workplace Health and Safety (Queensland Department of Industrial Relations), and an Accredited Auditor for Electrical Safety Management Systems for the Electrical Safety Office.

Lenore Keough, Business Manager

Lenore Lenore Keough oversees the office management for the team. Her role is a multifaceted one and she assists in all areas of the team’s operation. She has been an administrator for the last ten years and has a wide range of skills and experience in the area of office administration. She also holds post graduate qualifications in business administration. Lenore is committed to high standards of quality and customer focus. Her excellent interpersonal, communication, planning and teamwork skills, in addition to her competence in all office skills, make her an asset to the QRMC team. Lenore also brings to the team qualifications in organisational psychology and experience in change management.

Prior to holding her position in QRMC, Lenore was Personal Assistant to the General Manager in an engineering firm in which she not only administered the General Manager’s office, but also played a key role in report writing, policy and procedure development and maintenance, management of junior and clerical staff, general office management, and information control. Prior to this role, Lenore was Administrator of a small business operating in education. Through her organisation abilities and business administration skills, she was able to completely reorganise a poorly performing office, exceed the expectations of customers and colleagues, and propagate their confidence and trust in the business.
